Anti-Ragging Cell
Government General Degree College Singur has adapted the 'zero tolerance policy' in regard to any instances of Ragging in its Campus i.e., no act of ragging, major or minor, will not be permitted inside and outside its campus. Raggers will be punished immediately.
Ragging is a form of an abuse on the newcomers of educational institutions in India, an action of scolding, teasing, criticizing or nagging a person generally committed by the senior students. In pursuance to the Judgment of Hon’ble Supreme Court of India dated 08/05/2009 in Civil Appeal No. 887/2009, the University Grants Commission has framed “UGC Regulations on curbing the menace of ragging in higher educational institutions, 2009” which have been notified on 4th July, 2009 in the Gazette of India. These regulations are mandatory for all Universities/Institutions. The UGC has made it mandatory for all students/parents to submit anti-ragging related affidavits to the institutions at the time of admission. In connection to the regulation of UGC, Government of West Bengal has taken some strict steps to stop the ragging in different educational institutes in the state for the last few years. In a recent notification Memo No.FD-763/2018 dated 19.07.2018 Education Directorate has instructed The Principals/Vice Principals/OICs/TICs of both Government and Government-Aided college to take measures against Ragging. Government General Degree College Singur has an Anti-ragging Cell headed by Prof. Sanjukta Roy. This has been constituted as per the existing UGC norms. At the beginning of every academic year both the freshers and the senior students of the College are made aware of the ragging related rules and regulations. Government General Degree College Singur organizes this Anti-ragging Campaign in collaboration with IQAC of this college every year in the college campus. Guardians and students fill up an Anti-ragging declaration on (Rs. 10.00) stamp paper affidavit in front of a lawyer. There is no incident of ragging reported till date.

FAQ on Anti-Ragging as per UGC Guidelines:
What is Ragging?
- Any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating, or handling with rudeness a fresher or a junior student.
- Indulging in a rowdy or undisciplined activity which causes or is likely to cause annoyance, hardship, or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student.
- Asking the students to do any act or perform something which such student will not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment to adversely affect the physique or psyche of a fresher or a junior student.
- Any act by a senior student that prevents, disrupts, or disturbs the regular academic activity of other student or a fresher.
- Exploiting services of a fresher or any other student for completing the academic tasks assigned to an individual or group of students.
- Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students.
- Any act of physical or mental abuse (including bullying and exclusion) targeted at another student (fresher or otherwise) on the ground of colour, race, religion, caste, ethnicity, gender (including transgender), sexual orientation, appearance, nationality, regional origins, linguistic identity, place of birth, place of residence or economic background
Mandatory submission of "Anti-Ragging Affidavit" at the time of admission
As per UGC's regulations, it is mandatory for every student and his/her parents to submit an "Anti-Ragging Affidavit" at the time of admission and thereafter each year at the time of annual registration. Hence, all the students, especially 1st SEM B.A. and B.Sc. (Hons and Major). Students are hereby instructed to fill out the anti-ragging Affidavit form available online at the website: https://www.antiragging.in/

After filling the form successfully, you will receive the Student's Anti Ragging Undertaking and the Parents Anti Ragging Undertaking in your Email. Please print both the Undertaking, sign them yourself, request your parents to read the details and request them to sign their Undertaking and then present both at the college at the time of registration, each year.
